1. ECOLOGICAL IMPACT : DESTRUCTION of NATURAL HABITAT- EKOLOJİK ETKİ/ BOZULMA : TAHRİBAT:

1.1.OVER DENSELY CONSTRUCTION AND ARTIFICIAL ELEMENTS: Planned over densely populated and constructed as high apartment blocks detoriated and destructed ecologic structure of the famous Dikmen Valley. Existing flora and fauna system are destructed by this “Regeneration Project” convert the Valley to an “URBAN PARK” or we can say a “LUNAPARK” !

Because all commercial activities (tents, buffets, restaraunts, tea gardens etc), artificial pools, children playgraunds and densely use of the area changed the structure of Nature.

Aşırı yoğun yapılaşma ile Vadinin doğal ekolojisi bozulmuştur. Var olan bitki dokusu ağırlıklı olarak yok edilmiş ve yerine yapay bir “Kent Park” oluşmuştur. (Ben buna Lunapark da demek istiyorum..çünkü yapılan büfe, kafe, çadır vb eklentilerle lunaparka çevrildi giderek..)

1.2.DESTRUCTION OF A MAIN URBAN GREEN & WIND CORRIDOR:

RÜZGAR ve YEŞİL KORİDORUNUN YOK EDİLMESİ:

Dikmen Valley was an important element of Metropoliten Ankara’s urban wind sirculation & green corridor (east, east-west) so it was also destructed by high rise, high density apartment blocks (18-20 flats) with both side of the Valley. As well as constructing two high rise blocks with a bridge named “CULTURE BRIDGE” ! But it is not understanable this name, because this two apartment tower & bridge structure do not contains any cultural activity!

Vadi Ankara’nın önemli rüzgar koridorlarından birini oluşturmakta iken Vadi iki kenarına yapılan çok katlı (18-20 kat) konut blokları ile, Vadiyi bölücü inşa edilen “Kültür Köprüsü” ile kentin önemli bir Rüzgar Koridoru yok edilmiştir (Güney-batı yönünde)

1.3.EXTENSİVE CHANGE OF TOPOGRAPHY : TOPOĞRAFYANIN DEĞİŞTİRİLMESİ:

Especially in 2nd Phase of the implementation, changing the approach more radically towards to the more hard landscape from soft landscape, and also constructed a huge “Amphi Theatre” service as water floud barrier. High rise apartment basements on two side of the Valley also main destructive factor of the topography. Özellikle II. Etap’ta sel kapanı niteliğindeki dev “Anfi Tiyatro” ile topoğrafya tamamen değişmiştir. Vadinin iki yamacına yapılan çok katlı konut bloklarının temellerinin kazılması esnasında bu kesimlerdeki zemin yapısı tamamen değişmiş ve yeşil örtü yok edilmiştir.

1.4.DESTRUCTION OF WATER RESOURCES, CREEKS AND AKIFERS: DERELERİN YOK EDİLMESİ :

Underground and overground water resources are also destructed and changed to the artificial water ponds, a huge pool and small imitation creek, resembles of old Dikmen Creek. Dikmen vadisine yer altı ve yer üstünden akmakta olan küçük çaplı dereler, akiferler tamamen yok edilmiştir. Dikmen Vadisi tabanında yer yer yapay havuzlar ve küçük bir kesimde ise eski dereyi hatırlatacak gene yapay bir dere oluşturulmuştur.

2. THE UNJUST RENTS AND EARNINGS: DÖNÜŞÜM PROJESİNİN YOL AÇTIĞI HAKSIZ KAZANÇLAR :

2.1.HAKKI OLMAYAN HAK SAHİPLİLİĞİ : The owners of the “gecekondus” (squatters) owning their building, unplanned and against laws of Construction and Resettlement (3194), Municipality Law etc. Those buildings are against to the Laws, so it has to be punished for this reason, but they won like a “Prize” and released as owner of “RIGHT” They are given flats in exchange of their gecekondus. Vadi içinde gecekondu yapanlar kamusal araziye kaçak yapı yapmış olmaları karşılığında “Suçlu” sayılmaları gerekirken, adeta “Ödüllendirilmişler” ve “HAK SAHİBİ” ilan edilmişlerdir. Kendilerine belirli m2 karşılığında çok değerli birer daire verilmiştir.

2.2.THE ENOURMOUS UNJUST EARNINGS OF CONSTRUCTION FIRMS: İNŞAAT FİRMALARININ HAKSIZ KAZANÇLARI : One of the main result of the implementation of the Project, by the Greater Municipality of Ankara, speculation of both side of the Valley and results also enourmous unjust earnings of the Construction Firms. Belediye eliyle Vadinin her iki yakası aşırı bir spekülasyona maruz kalmıştır. İnşaatı yapan müteahhit firmalar gene kamu eliyle haksız kazanç sağlamışlardır.

3. SOCIAL CHANGE AND GENTRIFICATION : SOSYAL DEĞİŞİM VE DÖNÜŞÜM:

3.1.Before the Project implementation, the population living in and around the Dikmen valley are mainly low and middle-low class. But after huge investment of public and private, construction of artificial park and high rise apartment blocks, the social profile was dramatically changed to the high income class. This result showing that the Dikmen Valley Project was intentionally or unintentionally aimed to “GENTRIFICATION”, not integrating the area and its inhabitants, to the City and their ciitizens totally. Vadi çevresinde orta-alt gelir grupları yaşamakta iken yapılan büyük kamu yatırımı ve binlerce lüks konut sonucunda burada üst gelir grupları yer seçmeye başlamışlardır. Çevre sosyal yapısında büyük değişiklik gerçekleşmiş “GENTRIFICATION” denilebilecek bir olgu yaşanmıştır. Bu da Vadi Projesinin sosyal yapısını kente entegrasyonunu değil buradan silinip atılmasını ve dönüşümünü, spekülasyon aracılığı ile yapıldığını göstermektedir.
